Toni L Kennedy, LCSW MSW

Toni is the owner of Stepping Stones Family Counseling. She graduated Magna Cum Laude from the University of Southern California with a Masters Degree in Social Work. She is passionate about the treatment of children and families. She is certified to treat all needs from depression/anxiety to severe complex trauma to substance abuse and severe mental illness. She is passionate about what she does. She just loves to help individuals and families succeed and thrive together. She started this agency to provide services to all in need regardless of ability to pay. Toni his highly certified in the treatment of trauma. This includes Child Centered Play Therapy, EMDR, Trauma Focused Cognitive Behavioral Therapy, ART and many other evidence based modalities.

Judy Whitmore, ACSW

Judy Whitmore is a proud Graduate with her MSW. She specializes in IFS therapy and is up and coming in the field of trauma processing. She is experienced and supportive in the way she works with individuals, couples and families. Judy is empathetic and loves working with families as they lean and grow together. She brings experience to the field and is excellent at helping people heal themselves through supportive care. She is passionate about the whole person and truly enjoys what she does.

Stephanie Chappell, ICSW

Stephanie is a Master of Social Work (MSW) student at the University of Utah, currently completing my clinical internship at Stepping Stones Family Counseling. She holds her Social Service Worker (SSW) license and is actively working toward becoming a Licensed Clinical Social Worker (LCSW). Her practice centers around supportive counseling and psychosocial education, with a strong emphasis on behavioral health literacy and wellness promotion. She works primarily with teens and adults, helping them build life skills, strengthen coping strategies, and set meaningful personal goals. She also facilitates mental health awareness and education groups for middle schoolers and women, creating inclusive, empowering spaces for connection and personal growth. She strives to provide a safe, collaborative environment where clients feel supported and capable of navigating life’s challenges with confidence.

Cherie Swann, ICSW, Group Facilitator

Cherie is an intern clinical social worker.  She is working on her masters degree from Utah State University and is set to graduate in 2025. She is trained in EMDR and MBB.  Her theoretical framework focuses on strengths based person centered therapy. Cherie is passionate about helping others find the solutions that work for them.  Growing up in a large family, Cherie learned an appreciation for the individual.  She developed an understanding of multiple perspectives. She came to appreciate the intricacies of inter familial relationships. Working in the schools with special needs children, she learned that behavior is communication.  She also learned that people generally are doing the best they know how. She also developed an appreciation for the value of curiosity.  She believes that each person, when given the support necessary, has the power within them to solve whatever life throws at them.  

Joan Norton, ICSW, Panuitch, Utah

Joan has always worked to amplify her skills with families and children. She has worked 25+ years helping families achieve their best. Now with this opportunity, she will be able to add another dimension to the helping profession. Raising a foster child has heightened her awareness of the need for more individuals in the social work field to help parents and children. Today’s society has become more stressful for families and there is a need to cultivate and learn new, more effective ways to deal with life stressors.

Using evidence-based approaches can support families with techniques to help them achieve greater peace and contentment in their lives. Her focus will be to strengthen and build an environment that benefits families, extended families and those people important in their lives.


Aubry A. Chambers, ICSW

Intern Clinical Social Worker | Trauma-Informed Therapist | Family & Addiction Specialist

Currently in her final year of my master's program at USU and working full time as a therapist at Stepping Stones Family Counseling.

She works with clients across the lifespan—from young children navigating trauma to adults working through addiction, grief, and relationship challenges. Whether she’s supporting individuals, couples, or families, her goal is to create a space where healing feels possible and people feel seen and understood.
